Workshop background and structure

The Ecological and Environmental Economics (EEE) Programme, a joint programme of the Abdus Salam International Centre for Theoretical Physics (ICTP), the Fondazione Eni Enrico Mattei (FEEM) and the Beijer International Institute of Ecological Economics, in co-operation with the Transition to Sustainable Economic Structures Network (TranSust), is organising the International Workshop on "Integrated Assessment of Sustainable Development". The workshop will be held in the ICTP headquarters in Miramare-Trieste, Italy, on April 1-2, 2004.

At the Gothenburg Summit in June 2001 the European Strategy for Sustainable Development was adopted. This strategy aims at restructuring of the European economy by an integration of economic welfare, environmental integrity and social coherence. The transition to these innovative economic structures poses a major challenge to economic policy design.

Researchers interested in modeling the transition to sustainable economic structures will take part in the workshop. The following issues will be addressed:

- Sharing of information about existing models via a peer review. The theoretical frameworks on which the major available models are based will be compared. In order to prepare a future modelling framework, the strengths and weaknesses of existing models in addressing issues of sustainability will be identified. Principal attention will be given to integrated models.

- Assessing the comparative advantages of various model designs. Based on a list of policy issues, the ability of the available models to handle these tasks will be investigated. Strengths and limitations of available models with regard to specific policy questions will thus become visible.

- Identifying research tasks for modeling sustainable economic structures. The reliability and sensitivity of different models with respect to a few crucial features will be tested. Among other things, this involves looking at technological change, risk perception and co-benefits. Recent contributions from economic theory, in particular on technological change and capital theory, will be analysed for their potential to improve the modelling of the transition to sustainable economic structures.

The workshop aims at verifying the state of art of economic integrated models targeted to support policies that address the transition to sustainable economic structures. The meeting will stimulate debate about which economic structures are able to support economic welfare in the long-run without creating burdens on social, economic and environmental resources. Attention will be given to the specification of a research concept for the improvement of existing models and development of a new generation of models targeted towards the issue of sustainable development. Insights with respect to the steps necessary for improving the performance of international integrated models will be highlighted.

Application for participation

The workshop is targeted exclusively to holders of post-graduate degrees in environmental economics, with good background and expertise in integrated climate modelling and general equilibrium models. Experience in modelling climate change impacts and policies is also requested. Qualified candidates from all countries that are members of the UN, UNESCO or IAEA in developing countries can apply. As this activity will be conducted in English, participants should have an adequate working knowledge of that language.

The costs associated with the participation of selected applicants from developing countries can be covered by the EEE Programme. It should be stressed that participants whose expenses are covered by the EEE Programme are required to attend the entire workshop. For logistical reasons, the total number of participants is limited. There is no registration fee for this activity.

Applicants who satisfy the above requisites are requested to fill in the Application Form (.pdf - .doc) and send it to the address indicated in the form before 1 February 2004. (a) A copy of the applicant's curriculum vitae, (b) half a page describing the research he/she is currently working on within the field of interest of the workshop, and (c) reference letters from at least 2 persons are also required.
